Choosing ERP software Dubai businesses will still be running in 2028 now turns on one date more than any feature list: UAE e-invoicing goes mandatory on 1 January 2027 for businesses with revenue of AED 50 million or more and on 1 July 2027 for everyone else, with an Accredited Service Provider (ASP) appointed by 30 October 2026 and 31 March 2027 respectively. This comparison puts Odoo, ERPNext, Sage, Zoho and Microsoft Dynamics 365 Business Central side by side for a 20 to 200 person company on licence cost, e-invoicing readiness, VAT, Arabic, data location and implementation cost.

The five decision criteria for ERP software in Dubai

  1. E-invoicing readiness. Every B2B and B2G invoice will be issued as PINT AE XML and transmitted through an ASP on the Peppol five-corner model. No ERP transmits on its own; the question is whether it produces the 51 mandatory fields natively.
  2. VAT and corporate tax. 5% VAT returns, reverse charge, designated zones, 9% corporate tax.
  3. Arabic. Bilingual invoices and an Arabic interface.
  4. Data location. A UAE cloud region or your own servers, which matters for PDPL-aware groups.
  5. Implementation cost and partner depth. The licence is rarely the largest number in year one.

What implementation actually costs in the UAE

Partner ranges overlap because scope varies more than product. For Odoo, UAE partners publish AED 8,000 to AED 20,000 for a 1 to 10 user accounting and sales setup, AED 20,000 to AED 50,000 for 10 to 25 users with migration, AED 50,000 to AED 150,000 for 25 to 100 users with manufacturing or multi-branch, and AED 150,000 to AED 500,000+ above that. ERPNext partners publish AED 4,500 to AED 10,000 for a starter scope, AED 10,000 to AED 25,000 for a full implementation and AED 25,000 to AED 40,000 for multi-module projects. Business Central partners quote $40,000 to $100,000 or more (about AED 147,000 to AED 367,000). Sage partners do not publish ranges.

Add support at 10% to 15% of the implementation fee per year, hosting (Odoo.sh at AED 250 to AED 700 a month, managed private cloud at AED 800 to AED 2,500), and the ASP subscription.

The five platforms in detail

Odoo

The most-implemented mid-market ERP in the UAE, with the deepest partner bench. Standard on the UAE pricelist starts at about $13.50 per user per month on annual billing with Odoo Online hosting included; Custom, needed for Odoo.sh, on-premise, multi-company and Studio, is priced higher. The Community edition is free. E-invoicing runs through third-party PINT AE modules or an ASP connector today; Odoo's regional entity has said it is seeking its own accreditation, so verify the status when you sign.

ERPNext

Open source under the GPL, with no licence fee at any user count. Frappe Cloud hosts it from about $25 a month, billed on compute rather than seats, or you run it on your own UAE server. The open-source ERPGulf app produces PINT AE XML; transmission still needs an ASP, and several accredited providers publish ERPNext connectors. Implementation is the cheapest in the table; the partner market is thinner than Odoo's.

Sage 300 and Sage Intacct

Long established in UAE trading and contracting groups. Neither publishes a UAE price; partners quote per module and user. Sage 300 does not generate PINT AE natively, so the e-invoicing layer is an accredited connector alongside the ERP; Intacct is the cloud option with similar connectors. Choose Sage when your finance team already runs it.

Zoho Books and Zoho One

Not a full ERP, but for a 20 to 60 person services or trading company it often covers what an ERP would be bought for. Zoho Books runs AED 60 to AED 660 per organisation per month on annual billing, is FTA-accredited for VAT, and lists e-invoicing as coming on Professional and above. Zoho One bundles CRM, Books, Inventory, People and 40 other apps at $90 per flexible user per month, with data in Zoho's Abu Dhabi and Dubai centres. It stops fitting when manufacturing arrives.

Microsoft Dynamics 365 Business Central

The choice when the group already runs Microsoft 365 and wants Copilot and Power BI in one tenancy. Essentials at $80 and Premium at $110 per user per month on annual billing, after the November 2025 increase. No native UAE e-invoicing yet; partners build an AL extension for the mandatory fields and connect to an ASP. Implementation is the most expensive in the table.

Who fits which ERP

Under 25 staff, services or trading: Zoho Books or ERPNext.

25 to 100 staff with inventory, projects or light manufacturing: Odoo for the widest partner choice and app store; ERPNext if licence cost at scale and code ownership matter more.

100 to 200 staff, multi-entity, Microsoft estate: Business Central, or Odoo Custom on a private UAE cloud if the licence line at 200 users (about AED 59,000 a month on Essentials) is the objection.

Renting the ERP or owning the system

Licensed and open-source ERPs both need an implementation partner; the difference is what you hold at the end.

  1. Full data autonomy. With ERPNext or Odoo Community on a UAE cloud region or your own servers, the ledger, inventory, payroll and e-invoice archive live in a database you control, with no vendor tenant.
  2. Only the features you use. A per-user licence bills for every module in the edition whether the warehouse uses it or not. An owned system carries the workflows you actually run, and the per-user line disappears.

Do I need an ERP with an Accredited Service Provider built in?

No. The ASP is a separate accredited party under the UAE model; as of August 2026 the Ministry of Finance listed 38 accredited and 12 pre-approved providers. The ERP must produce the mandatory fields and hold the connection, which every platform here can do natively, with an app or with an extension.
